14 but not old enough to pay tithing?
A 14-year-old girl in our ward can't pay tithing cuz it says she's not 14 yet, But her birthday in the system is correct and it shows that she is 14.

Are you talking about on-line, or when the clerks try processing the donation?
If online, I'd suggest making sure the MRN on the account matches what the ward sees on her membership record.

yes, when she tries to pay online, it won't let her. So I have her give me what mrn she sees when she's online?

Yes, find out what the MRN on her account is.
Have her go to churchofjesuschrist.org, login, scroll to the bottom and she should see an MRN. Make sure it's there and correct.
