Cortafuegos de paginas emergentes
Su apoyo para poder solucionar, se tiene la computadora de estaca y al intentar abrir ventanas emergente se bloquean de manera automatica.

My first thought is that this might have been a temporary access issue. The church webpages like LCR and LCRF have intermittent access problems, generally on Sundays but sometimes during the week.
If you have a laptop available the next time you're in the stake clerk's office, could you try and access LCRF via the stake computer, and if unable, then repeat the same process using the laptop? If the laptop works and the stake computer does not, then that provides helpful details. If they both work, then the original issue was likely related to the Church's internal systems and not your local computer.
