Hi, I'm a new Elders Quorum President and I'm in the process of making significant changes to the Ministering assignments. I performed this actions:
1. Navigated Proposed Assignments page.
2. Deleted all assignments so I can start fresh.
3. Realized that I cannot Enter new assignments, I can only edit existing assignments.
4. Click "Start with Current Assignments" but it returns the following error every time: "Sorry, something went wrong loading the requested data. Try refreshing the page, or try again later."
This means I am unable to propose any new assignments. I can have our Bishop review my Google spreadsheet and edit the actual assignments, but this is not a good user experience. I doubt anyone here can help, this is a backend issue and I'd like to report this bug to your engineering department.

If you were trying to do that today, a Sunday, then getting that error is quite common during the high loads the Church systems experience. Following the try again later recommendation in the message is appropriate. You may even want to wait until a weekday when the loads are not so high.
Any issue reporting is done using the feedback link found at the bottom of the web page you are experiencing the problem. If that is not possible, then using the feedback link at the bottom of any other functioning Church web page will work. Just be sure to identify the site and page of the issue. How new? It can take up to 24 hours to get all the electronic rights and privileges after the calling has been recorded by the clerk.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

In the meantime, you could also have your presidency members (and ministering secretary, if called), try that process themselves. That would at least confirm it it's something general for your ward (unlikely but possible), or something regarding your account (more likely).

You might want to try it while using Incognito mode. Church webpages suffer from "cookie buildup" that can cause all kinds of strange things.
